Came to post this exactly.
Shooting the puck over the boards - both intentionally and unintentionally - is EXACTLY the same as icing it. Sometimes it is done to relieve pressure, but usually it is just a bad shot/pass.
And it should be treated the same way as an icing - faceoff in your end, no line change.
The vast majority of 5 on 3s are a result of this stupid rule. And pretty much every time it is unintentional. Last night the rule cost SJ a playoff game
Edit: I also think they should not allow timeouts after an icing / over the glass delay.
