Of course, that's no guarantee the video itself is genuine, but we have no way of knowing that until the press has the opportunity to do a real analysis of it.

Reporters have made stuff up before, publishers have sensationalized and exaggerated to sell papers.
If Ford was smoking crack he needs to go and at the least get help for what seems to be a problem that destroys life.
If the video isn't conclusive I don't know if the Star can hide behind the usual journalistic rules.
