I don't think it should just be my favorites but X-Files should have been happy with being included in the initial list and losing in the first round. No way is it close to the top 30 let alone a top 4 show.

Well according to most lists created by "reliable" sources regarding these matters you'd be quite wrong in your assessment of it not making it out of the first round.
Empire had it ranked as the 9th all-time television show:

This ranking by Complex magazine had it ranked as the 17th best drama

Then TV Guide ranked it as the 37th best show of all time in countdown which was actually released a couple years before the show actually ended.
http://www.cbsnews.com/2100-207_162-507388.html Sure there are 36 shows ranked higer than it, but not many of those shows made this survey (Seinfeld, The Simpsons, Sopranos, Friends, and Frasier all being ranked higher).
It also won and was nominated for a ton of Emmy's for a type of show that usually wouldn't receive Emmy nods (especially during the mid 90's). While you may not like it, it most definitely is not out of whack for it to be here. Game of Thrones will likely pass it in due time, but it beat Futurama last round which isn't really an upset.
