What would need to change? The Max Bell Station is already there, and my understanding is that there's already a tunnel under Memorial for pedestrian access between the CTrain and Fire Park.
Something else I recently found out about is the vehicle tunnel that goes under Memorial into Fire Park from the Memorial-Barlow exit:

When the interchange was built, there were plans to heavily develop the Fire Park site, and so the access road was built. Then, they closed up the entrance to the tunnel.
I'm sure the Fire Park site is not their top choice, but all of the locations have their drawbacks, and it might still be the best option.
