Yes it does.
The worst case scenario, as it stands right now, is that Chi goes to the conference final with either LA or SJ (doesn't matter). Bos would play Was and the worst case scenario would be Pit and either of these teams in the other conference final (again, doesn't matter).
That scenario would mean that the four finalists are: Chi, LA, Pit, Was/Bos, and they would draft 27-30
That leaves the other division winners, Ana, Mon, Van and Was/Bos to draft 23-26.
That leaves Stl 22nd.
(while Bos isn't a division winner, they finished ahead of Stl in the standings so remain ahead no matter what. Thus Was and Bos are identical in that they both draft after Stl, regardless of what happens - assuming they both advance)
