I think it's close to fair, but obviously it would take some tinkering, but it's close IMO.

I agree that history shows it doesn't usually take as much to move up as most here seem to believe, history also shows though that moving up into a top pick isn't something that happens on a frequent basis...probably not because of the cost being to high, but more so because GM's usually don't want to give up a top pick. They probably just want to snag a top prospect and move on from what was a horrible season for their organization.
