Air Canada provides the best international experience out of the North American airlines I have flown with in the past 2-3 years, and it isn't that close.
Haven't flown with Westjet for awhile, but seeing as how I would likely only use them for short flights to Vancouver, or Toronto I would just go for the cheapest option and not be too fussy.
