The positions are right, what it depends upon is the conference/cup finals.
Draft Order
30th = Stanley Cup Champion
29th = Cup finalist
27-28 = Conference Finalists (in order of standings position)
(21-24)-26 = Division Leaders (Pens are in this group)
15-(20-23) = Non-Division Leader Playoff teams (Blues are in this group)
1-14 = Non-playoff teams
If the Pens and Hawks are bounced before the third round then the Pens will pick 25th.
If all of the division leaders and the Bruins are out before the third round then the Blues will pick 19th.
Basically for the best case drafting for the Flames the conference finals has to involve 4 of the following teams:
WEST = LA, SJ, DET, MIN
EAST = TOR, NYR, OTT, NYI
