You can't buy a firearm from the States without going through a licenced importer. Trying to do otherwise would produce a significant hassle.
As for buying a used shotgun, plent of them available. Both The Shooting Edge and Calgary Shooting Centre sell firearms on consignment. Numerous Canadian website/forums will have firearm exchange sections.
