It makes perfect sense, actually.
A guy lying in a pool of his own blood is terrible optically - which everybody screaming about the
Ottawa Sun's cover will tell you while reproducing said cover in high res - and if there is one thing suits can't stand, it is bad optics. Shanahan was caught in a position of having to do damage control, and since
someone had to be punished, he needed a reason to suspend Gryba. And since you can kinda, sorta, barely see some contact to the head in one frame, that becomes as good a justification as any... so long as you ignore the rest of the replay.
