It wasn't a bomb, but it was made to look like one:

But more than 24 hours after a suspicious item triggered the mass evacuation of Calgary’s downtown courts centre, investigators determined the wallet-sized package had no potential to explode.
Still, police spokesman Kevin Brookwell said the elements of an improvised explosive device — batteries, wires and an unspecified solid substance — were found inside a bag going through the courts centre’s airport-style security machine.
“There was nothing legitimate looking about this,” Brookwell told reporters at Calgary Police Service headquarters on Thursday.
“This was handmade, not something you buy off the shelf.”
The situation escalated, he continued, when the male suspect denied association with the package, under questioning.
