Pretty sure this 50M came from eliminating the "growth mitigation formula" of the property tax formula. I don't think it changed the total property tax revenue taken at all, it just leveled the playing field so that some communities (e.g. Blackfalds, Chestermere) stopped getting special treatment at the expense of others (e.g. Calgary, Edmonton).
I could be mistaken about it being revenue-neutral at a province-wide level, but it's my guess based on reading between the lines of the media articles I have read about it. When some journalists don't even manage to tell you that the $50M is annual, there's a lot of reading between the lines that is required.
