The same way you have indoor hockey games in arenas with a temperature in the 15-20°C range.

In January, the average high in Los Angeles is around 20 and the average low is around 10. I would think that the biggest challenge would be to protect the ice from rain and sun. As long as they have some sort of cover over the ice during the day, and work on the rink and play the game after dark, it shouldn't be any worse than any other NHL arena.

Once the sun goes down in LA, it gets pretty cold, pretty quickly in the winter time.

The ice quality in Dodger Stadium will probably be better than it was in McMahon Stadium because it was too cold in Calgary.
