I imagine they're okay with not being quite full for the first round at elevated prices as it justifies the price bump to even higher prices for subsequent rounds. When you start at $300 for round 1 it makes it much easier to bump to $350 for round 2, $450 for round 3 and $600 for the final. They're probably banking on the loss in sales in round 1 being offset by increased prices with additional revenue in subsequent rounds, which based upon history they will not reach anyways.
