It's possible the division winners don't keep their seeding above the other teams for the draft, but I think in one of the threads somebody provided an example from last year that showed this.

Yes, just looked it up and you are right. Last year Florida was 14th overall in the standings but picked 23rd(instead of 17th) because they were the SE division winner. Thanks for letting me know.
