Blame the ATMs. The $10 bill has the lowest circulation of all the Canadian bills.
In fact, according to this:
http://www.cbc.ca/news/interactives/...lscirculation/, in 2006, there were more $1 and $2 bills "in circulation" than $10s, even though the Bank of Canada hasn't printed a $2 bill since 1996, or a $1 since the late 80s.
