That could be some really boring tv if one of the lower teams won the lottery. To make it more interesting they should let any team move up as high as possible and any team can drop as low as possible. Keep the percentages the same but don't limit the drop to just 1 spot. A true lottery draw for 1-14 would make for awesome TV
