Sure it is safer than other countries but that doesn't mean they aren't criminals up here.
Based on what I have read about it it won't change all that much in terms of what goes on today and the people targeted would be criminals from America that pose a threat even if the safe paradise of Canada.
If our police forces had everything under control they wouldn't want to work with American forces to target specific criminals by making this agreement with them.
