This is probably the best solution to the problem.
Teams #1 - #5 have lets say 10% each = 50%
Teams #6 - #10 have 7.5% each = 37.5%
Teams #11 = #14 have 3.125% each = 12.5%
If you weigh each slot more equally, then there wont be any difference in finishing 28th or 30th and a slight difference in finishing 25th and 30th.
