I don't think the flames are resting veterans and playing young guys to tank. I think it is talent evaluation time. You know the season is over, as you have missed the playoffs, and the AHL season is done, so you can bring up as many AHL guys as you want, so give the young guys a run and see who is separating themselves from the other AHL guys, who to take a closer look at in camp next season, etc.
I am not a fan of taking deliberately, I think if the team is playing out the stretch and they win by playing hard, as a fan, I like that, even though it means it is less likely the team gets their choice of which young guy to draft. If the team plays young guys and plays hard but loses, I can respect that as a fan. Basically for me now, I want the season to be done, so I am content if they win or lose, so long as they respect the game, play hard, and don't get injured
