I don't agree that resources are the fundamental basis for conflicts. In my opinion the basis for conflicts is most often the irrational, illogical and random nature of borders. People exist within an imaginary regional boundary which dictates how their lives must be lived.
The invisible hand by theory will rule how the resources are distributed. The ruler of a land dictates how they will live within their border along with the invisible hand which dictates how resources will be managed.
