I don't know the actual right thing to do, but I seriously question that the paper bag over head logic you presented above is as slam dunk as you think it is. Everyone in the area knows what this DB looks like, he's not going to start wandering around if he's the only guy on the street. If he thinks there is a chance he can blend in, I'd actually think having people out and about might increase the chances he makes a move and makes a mistake, not to mention the whole world knows what he looks like and could help police track him down.
I'm going to go ahead and side with the Boston Police Department, FBI, Department of Homeland Security, CIA and whatever other agency is involved in this over your stance which basically says 'carry on, business as usual, don't worry about the guy who has already detonated bombs among civilians and was last scene wearing what we're pretty sure is suicide vest'. But that's just me.
