I don't know the actual right thing to do, but I seriously question that the paper bag over head logic you presented above is as slam dunk as you think it is. Everyone in the area knows what this DB looks like, he's not going to start wandering around if he's the only guy on the street. If he thinks there is a chance he can blend in, I'd actually think having people out and about might increase the chances he makes a move and makes a mistake, not to mention the whole world knows what he looks like and could help police track him down.

It's a slam dunk option when they have the guy cordoned off in a certain radius and are searching street-to-street, house-to-house. If he does slip out of the dragnet (or already has) then he is as good as gone so they need people to stay out of the way and stay where they are. The right thing to do? God knows, but it's what they're doing.
