Right, by taking everyone else off the street, logically that means the person you are hunting will be the only person on the street. Gotcha, I'm sure that will work well, and not at all encourage the wanted individual to stay in hiding given he likely knows he will be sticking out like a sore thumb if he goes walking around.

I don't know the actual right thing to do, but I seriously question that the paper bag over head logic you presented above is as slam dunk as you think it is. Everyone in the area knows what this DB looks like, he's not going to start wandering around if he's the only guy on the street. If he thinks there is a chance he can blend in, I'd actually think having people out and about might increase the chances he makes a move and makes a mistake, not to mention the whole world knows what he looks like and could help police track him down.
