Still leads me to wonder if asking everyone to stay inside makes sense, but that's another debate and I'm sure it likely does, whether it be a safety thing or if it aids in the Man Hunt somehow.

If you're a police officer and you're hunting a very dangerous individual, would you rather have the general public (in a city of millions) driving around town & mulling about or would you rather they stay out of the way so that the individual you're hunting has less cover and is easier to spot?
