I would think they're not only looking at CCTV pointed at the blast sites but CCTV from the surrounding area, identifying individuals carrying what they're looking for into the area, retracing their steps. From there you might get a licence number or car make. Or the person(s) took the bus/train and maybe you get a face at some point. Then you start eliminating possibilities. I would think camera's are going to be pretty valuable, one tool to be combined with all the forensics. But there is likely camera work of the perpetrator walking into the area. Its just a lot of detective work and elimination to get to the right frames.

Right now, it might be surprising there is no claim of responsibility. You would think the point of attacking a soft target like the Boston Marathon, probably the most watched and famous marathon in the world with all media attention focussed in that direction, would be to deliver a message. So far, no one knows what the message is supposed to be.
