The guy in the white hat in no way looks like he is about to commit an act of terrorism. He looks like he is talking casually with his friend (the guy in the blue jacket). Their also both wearing sporty trendy style Western clothes.
His backpack also looks like it has something in the back pocket. It doesn't look like one large object. The fact he also has an orange juice in his backpack, suggests that he is just there to watch the race. Why would he bring provisions with him to hang around the scene of his crime with a backpack full of volatile explosives? Whoever did this probably slipped in and out of the crowd and dropped off the pack as quickly as possible.
The only thing that makes the guy in the white hat suspicious is that him and his friend friend are brown. IE racism.
