We were always careful of a spark, but it was the blasting cap itself that would certainly blow it up. I do remember a C4 mag going missing a number of years ago here in Alberta, I don't know if it was ever located. I am pretty sure C4 is available if the money is there, and the blasting caps must be even easier to get. Whatever route drugs get into Canada must also be a route for assorted explosives.
Based on the damage done, I can only guess the bomber had no chance to tamp the bomb resulting in a weaker explosion. I actually can't say what I think happened since I don't want to watch the footage (but I understand the bombs fortunately caused less damage than other types known to be used).
Hopefully they catch whoever did this quickly.

C4 itself is very stable, you can light it on fire and it will just burn. But I never wore a watch around the stuff nor around any kind of artillery ammo.
Most of the C4 type explosives in terrorist hands were made in Asia.
It could have been a poor quality knockoff. I think its too small for a fertillizer bomb.
It takes a psycho to pack a bomb with ball bearings and casually put it in the middle of a civillian area.
Maybe its the drinking most of the night talking, but I hope they catch the guy or guys that did this, go to the hardware store and buy some nice sturdy rope and kick the chairs out.
