From what I remember (after blasting in the patch for several summers) is that C4 requires an explosive charge/shock, not electric charge. Perhaps a serious electric charge would work, but for a guaranteed result you use a blasting cap. A blasting cap is set off with an electric charge and a cell phone can be modified to create that charge. We were able to rig simple walkee talkees to get it done, if required.

We were always careful of a spark, but it was the blasting cap itself that would certainly blow it up. The blasting caps were EXTREMELY dangerous and electricity from your hands could set them off, or so we thought. C4 and the variations were always easy to handle. I have seen fools light it on fire and throw it around.

I do remember a C4 mag going missing a number of years ago here in Alberta, I don't know if it was ever located. I am pretty sure C4 is available if the money is there, and the blasting caps must be even easier to get. Whatever route drugs get into Canada must also be a route for assorted explosives.

Based on the damage done, I can only guess the bomber had no chance to tamp the bomb resulting in a weaker explosion. I actually can't say what I think happened since I don't want to watch the footage (but I understand the bombs fortunately caused less damage than other types known to be used).

Hopefully they catch whoever did this quickly.
