It had nothing to do with tire wear; it was all about mileage. It was something low like 60-70 thousand km. I think the logic had to do with that any cruiser could be suddenly pulled into a high speed pursuit, so they wanted to make sure the tires were always in excellent condition.
Leaving it somewhat subjective left some margin for error, but setting a specific cut-off point took away some of the error. Similar to an Oil & Gas IT department determining that there should be no computer older than X years old. The PC could still be good, but if it was past that age it should be replaced.
