Last year at the MIT sports conference Adam Gold had a better concept than using a lottery to determine draft order. Basically once a team is mathematically eliminated from the playoffs they start collecting points (through wins) towards winning first pick overall.
A team like Columbus gets mathematically eliminated early, giving them more chances to get wins to count towards their draft position. A team that barely misses the playoffs get very few games to get points towards draft position.
Once a team is out of the playoffs, they now have a new reason to try to win every single game.
Every game in the season would be important to every team. It beats the disincentive of dumb luck working against you.
