2nd and 3rd round picks (even high ones) have a very slim chance of success. If we can find those players who are already somewhat established while being very young, we are merely removing uncertainty from the rebuilding process. I don't see how that is short sighted.

Essentially we are getting more now than we are likely to ever get with our own 2nd and 3rd round picks. We also have a unique opportunity to take advantage of this as the cap is going down this year.

The rebuilding process is not going to be a 7 year process, or at least it shouldn't if done right. Acquiring player who are 20-23 is not going to delay the rebuild. Those players will be 26-27 (aka just entering their prime) by the time the rebuild is done.

Edit: Only on the internet is acquiring a player who is 20-23 years old, considered short sighted.
