Since the 2008 NHL entry draft only 2 top 10 picks have been traded knowingly.
Columbus sent the 8th overall pick in 2011 as part of the package for Jeff Carter and Carolina sent the 7th overall pick in 2012 as part of the package for Jordan Staal.
The other times were from the Phil Kessel trade but unlike Columbus and Carolina, Toronto did not know they would be top 10 picks when they traded them.
So yes, unless the top 10 pick is going towards an established young player it seems GMs aren't going to easily move the pick.
The 2008 entry draft did have some interesting movement though... the Islanders did move from 5th to 7th to 9th.
