You make it sound it like it would be difficult or something. It is 'expected' the last place team loses the lottery. 25% chance on winning it, 75% chance on losing it, no? I would assume the Flames would indeed be picking 2nd over-all if they finish 30th, and hoping they win the lottery to draft 1st.
