Transport Canada has some really awful rules.
I have to have a bailing device in my whitewater kayak. The only water gets in is if I fall out and there is no way that I am going to flip the kayak over and bail the water out to get back in. You just pull it to shore and dump the water out.
And don't get me started on their commercial vehicle rules that make it almost impossible to operate a one ton vehicle for work.
