I think that would be a mistake really and you can chalk it up to another casualty of starting the rebuild 2 years too late.
Calgary needs to spend a couple of years at the bottom, pick up at least 1 top three pick plus 3 or 4 mid to lower 1sts, I would let the team carry on being lousy for another year or two and only seriously hit the free agent market when 2 or 3 of the new players are ready to make an impact.
The absoloute last thing the Flames want to do is put together a team that stays in the lower end playoff race by dint of older relativaly expensive UFA's, it is essentially what they have been doing for the last 4 years.
