However I would think the Flames and possibly the Bruins would be considered the victims of any tampering not the perpetrators in the Jarome Iginla trade.

Edit: As to a possible handshake deal with Kipper years ago, I'm not sure that would be Tampering either, even if it was proven that assumed thoughts were spoken aloud.
