Rick and his group ran into the loan survivor of the Governor's onslaught. They know he went off the deep end and they know he drove off with a pair of henchmen. He's not back at Woodbury so where could he be? Hopefully not back at the prison trying to finish the job...
The final scene could have been the convoy of vehicles returning from Woodbury with the bus load of old people and kids. The prison comes into view and it's burning to the effing ground. So that's where the Governor went...
