He might have been given that rating during the midseason prospect issue that followed that draft, and after he had been traded to Calgary. Iginla's coming out party was the 96 world Juniors.
I think he was always considered a safe pick. Knock was that he was a WHL guy, and they didn't tend to be big scorers. In those days scouting publications had a lot of guess work. A place like the Czech Republic had that new shiny feel.
