To answer the thread title... absolutely yes.

For years now, people have bashed the idea of tanking for a few years and drafting high, saying things like "that kind of thinking is reserved for loser organizations like the Oilers". Now suddenly, people seem to be warming up to the idea.

All I can say is it's a damn shame that this rebuild didn't get started several years sooner.
