Yeah, there's not a lot of captains out there that aren't getting a lot of ice time or aren't highly skilled right now. Salvador and Horcoff aren't the most skilled guys, and Jovanovski is injured but I'm going to say Callahan might be the best answer to your question.
Not because he's unskilled, but with players like Nash, Richards (at least prior to signing) and Gaborik he's far from the most skilled player on the team. And yet he goes out and gives it his all, earning his captaincy not from his talent but his work ethic and leadership. With that said, he does play a lot of minutes so far from a perfect candidate.
