Not that I disagree with you, but there are college players who don't want to sign with their teams just as their are junior players.
Blake Wheeler, drafted 5th overall, chose to become a free agent after 4 years in college and signed with Boston.
Bill Sweatt, iirc, had his rights traded from Chicago to Toronto and then signed with Vancouver when he became a free agent.
And Carolina traded Jack Johnson when it became clear he had no interest in signing with them, rather than lose him for nothing the same way.
