My guess is the Flames and Iginla knew negotiating a trade with one team wouldn't net you much, so they tried to include other teams as well. This meant Jarome had to make a list even if his destination of choice was apparently Pittsburgh all along. This allowed the Flames to try and get a better deal even if the plan all along might have been to trade him to the Penguins.
Boston saying they had a deal done might have helped the Flames even more, as the Penguins might have offered a bit more.
We really don't know.
