Doug MacLean also talking about this on Sportsnet. He says it's very odd to get a list of teams you can explore a trade with and then have to go back to the player once the trade is reached to get formal accpetance. The general practice is to get a list then you're able to trade the player to any team on that list. Otherwise "it's the tail wagging the dog" and it leads to a messy situation.
