I guess that's true. There is still a big advantage most of the time for junior players accepting an ELC and not re-entrering the draft though. Most of the time that a college player is 22 or 23 and not signed, it's not because they turned an offer down, but rather because they weren't given one. If they are a late bloomer and are approaching free agency, there is pretty big advantage for them to not signing and becoming a free agent.

The junior players (being younger and less of a known commodity) in these situations are gambling with a hige risk whereas an older college player being offered a deal has way more information and would be taking more of a calculated risk if they turned down the offer from their team.
