Without knowing how the Flames' scouts viewed Koko or the college guys, we really don't have any reason to believe that Feaster had any strong preference for the Bruins deal over the Penguins deal. If he felt that the deals were roughly equivalent, he made the right decision to do right by Iginla.
If Pittsburgh had offered a significantly worse package than Boston did, then maybe he considers playing hardball with the guy who has been the heart and soul of the franchise for over a decade, but I don't have any reason to believe that the Flames saw it that way.
