It is fully in Kipper's right to not report to another team. He signed a contract with the Flames to play hockey, and if he does not want to work else where (probably does not need to) then fine.
It probably limits the number of teams that would try to trade for him, but he could be traded to NYI and they could use his cap hit, while only paying $1MM and they wouldn't even have to suspend him - just pay him to stay home.
I am fine with Kipper staying here until the end of his contract (and reupping for a few more years at a discount to stay in Calgary).
