You've repeated this a couple times. What does it look like in practice?

Are you suggesting that they say "We will accept pick A, plus player B plus prospect C and if someone agrees to that, withdraw the proposal and ask for more?

You'll have to explain how the Flames can make a modest demand and then raise their asking price after. What if their modest demand is accepted?
