The writers are making the Governor like Jason escaping death all the time he is only missing the Goalie mask.

Have to agree with Hockeyguy here - Merle seemed almost resigned to his fate on the way to try and take out the Governor and as many of his guys as he could. While he may have thought there was a chance he'd get away, when he was caught, beaten briefly by the guys who caught him & then had to fight the Governor following his already long day & having a few drinks in him, it was believable to me that he'd lose that one.

The Governor had his intense rage fuelling his strength in this fight as well - no doubt compiled by Andrea & Milton's betrayals never mind Michonne having re-killed Penny.
