Plastic and rubber and non metal bullets should never be called non lethal ordinance unless they're used in a proper manner. A direct hit from a ballistic object traveling at several thousand feet per second are still lethal objects.
Hell people have been killed by being hit by wadding and paper from blank rounds.
The best ammo is no ammo
